Add option to pixelate pixel-art style GIFs

• With video generating models such as Sora becoming more popular, it would be nice to have an option to input a GIF.
• The pixel size, mesh, and palette colors should be computed across all frames for a consistent animation

I need it too. The size of the image can vary between frames too which is annoying
