[Bug/UX] When fine-tuning, it should be clearer that a WandB account setup is required for seeing metrics from Together/FW

To Reproduce
Steps to reproduce the behavior:

1. Fine tune a model
2. Be presented with no way to see the metrics if you used Fireworks

Expected behavior
We should be able to see the metrics right in the Kiln app, or be presented with a URL of the final WandB metrics. At the very least clients should be warned with a, "You do not have a WandB account setup, you will not be able to see the metrics"
