[ROMApp] Segregating Database from ROMApp

Greetings,

After the AI Hackathon, the usefulness of a database like the SQLite in the ROMApp was noted. Not only for ROM but for any kind of AI application.

I believe that having a specific application just for the database would be ideal to define standard input/output and storage methodologies for snapshots, residuals, etc. within Kratos. These standards could then be used as guidelines for other applications to subscribe to if they want their specific data to be available through this app. Of course, the ROMApplication would continue to work as it does, just interfacing this other app instead of doing it all internally.

This, with user-friendly documentation, would also contribute to make Kratos an attractive FEM software candidate to build any kind of AI software.

I would be glad to know your opinion on this and open a discussion on how to proceed, if needed.
