Production Admin Portal is not showing donor pledges

Is your feature request related to a problem? Please describe.
Some aid packages (#10 and #11) don't show the pledges in the detail view - despite there being pledges against the package (as shown in graph). The following screen shot shows the issue:

However, this issue doesn't happen for other aid packages (e.g., #1, #2, etc)

There should be a list of pledges shown at the bottom of the package detail page.

When working on moving the Donor Pledges table to this place, I also noticed that the pledges API takes time to respond and is pretty inconsistent.
