Correlated deltaz and stretch parameters for photo-z uncertainty modelling

The $\Delta z$ and $\sigma z$ parameters sampled by the commonly-used photo-z uncertainty model are often considered to be correlated. This is not supported currently in Firecrown but it's likely something we should explore in DESC for Y1 at least.
