RichProgressBar: refresh_rate doesn't affect metric_component #20300

Bug description
RichProgressBar._update_metrics doesn't check the refresh_rate like RichProgressBar._update does. This means that the metric column is updated on every train batch end. This causes issues when logging stdout to a file.
