Make command syntax more strict

Bot should react on the following message:
```
@dotnet_vahter_bot ban
```

Bot should not react on the following messages:
```
`@dotnet_vahter_bot ban`
Напиши @dotnet_vahter_bot ban
```

Otherwise it becomes hard to explain the bot functioning to new admins.
