Update conduct.md and CoCC team responsibilities (#481)

* Update conduct.md

Sync fixes from MDAnalysis/mdanalysis#5133

* Fix broken links on teams page and align with NF CoC process

Closes #474

* replace absolute links with {{ site.baseurl }}
