New HYPPO function to read shared ressources from syspart

Paul added readsharedresource (sector addr in Q) to HYPPO.
See MEGA65/mega65-core#897

Does read the sector into the declared sectorbuffer.

Can raise dos_errorcode_illegal_value if Q does contain a sector number outside the valid range.

Note: HYPPO version was bounced to 01.03
