UCS7604 Support

I just wanted to put in a request for UCS7604 support to be officially added. This is the type of LED used by Minleon lights, which have a really high build quality and are used in professional installations.

Some work has already been done, which can be seen in this discussion: #841

FastLED has also recently added support for UCS7604 in beta.

I'm not sure if what I did there is ok or if other changes are needed to be compatible with different ESP boards.
I did test this on minleon lights and it works with a regular ESP32.

I also swapped the NeoPixelBus library in WLED to add support for UCS7604 there and can control minleon lights with WLED. Here is my fork https://github.com/solomondg1/WLED
