Confirmed this is a real quest, not a garbled report: em115 = Pokaradon and em117 = Pokara (docs/em.md), both Frontier-exclusive monsters. The extracted quest text (tools/FrontierTextHandler/output/inf-quests.csv) has the exact quest at index 1523:

≪G★1 Polar Sea Survey≫ — "Crimson Eyed Herd Defender" / Hunt 1 Pokaradon

with a related quest at index 1729 ("G★1 Get Weapon Materials", Hunt 1 Pokaradon + 6 Pokara) — both part of the "Polar Sea" (極海) G★1 investigation-quest line (map IDs 60/61 in docs/questfile.md).

I searched the whole Erupe codebase for anything resembling a G-Rank star unlock/permit/certification mechanic — permit, kaimon, star, authoriz*, unlock — and found nothing. The quest binary's RankBand field (quest_json.go/quest_json_parser.go) is only ever used as display metadata; nothing server-side reacts to completing a specific quest to advance a player's G-Star tier or grant a "permit". characters.gr is just a raw point value with no separate tier/cap column.

This looks like the G-Rank star progression/permit system is an entire unimplemented mechanic (same shape as #199/#201), not a small logic bug — completing the Pokaradon hunt currently can't unlock anything because nothing is wired up server-side to react to it. If anyone has a packet capture or client-side RE notes on how real MHF grants/checks these permits (a specific reward item? a scenario/completion flag? a client-side-only GR threshold with no server involvement at all?), that would unblock implementing this properly. Re-labeled to bug/game-system/help wanted to reflect that it's confirmed but needs a design/RE pass before a fix is possible.
