Shard template / quick shard command

Command suitable for mf events to create a shard instantly via commands. something like
`/shard instant modid modfest:coconut ~ "Mod Name" "Visit the Mod Name booth!" "Located in the Region area"

where ~ is interpreted as "use mod icon".

Should also place the shard block at the player's feet if that space is empty, otherwise add it to inv

Text arguments work for quoted strings, not sure about the "argument or ~" argument but I'd love a generic wrapper for that.

always uses mod icon, so there's room still to add a parameter for alt icon

Reopening this, because the command is implemented on the client side rather than the server side, so it can't be run from mcfunctions
