Update Data Transfer Tools

We have some <https://ncar-hpc-docs.readthedocs.io/en/latest/storage-systems/data-transfer/scp-and-sftp/?h=bbcp#bbcp|documentation on using BBCP> that suggests transferring to the data-access nodes. But bbcp is not found on the data-access nodes, and I recall from <@U01AZS1UE56> that HSG is transitioning away from supporting the data-access nodes. Are we intending to drop support for bbcp as a file transfer method?

Will take a bit. if anyone wants to jump on this simply create a branch and we can collaborate. Otherwise I hope to get to this in a couple weeks.

@benkirk - I did some of this here

• Removed mention of bbcp
• Removed references to things requiring shell access to the data-access nodes
• Added small examples for rsync and rclone

Still room to add more/better tools as appropriate. Notably I did not add anything on your msrsync+rsync method, as I was creeped out by the requirement for python2.
