Matt also reported that a second initial email was also sent out after the initial emails sent using the 1.0.4 release so I'm not sure where the bug may be.

here is a csv file with the duplicate emails that were sent. Notably, none of the duplicate emails were saved in the database records. The duplicates all came on the same day (2021-09-02), which is notably AFTER the supposed LASTRUN of 2021-07-08.

NB: it is also possible that this issue was fixed and the latest version never deployed. I see this commit ebd5059 from Sep 3, the day after the multiple emails that got sent out, plus this issue #56 filed on Sep 10 describing problems installing the package.
