Convert RAPlot 'Substrate' field to FGDC standards

CA currently uses it's own classifications (located in LSubstrate table) for substrate.

PlotObservation loader table's 'rock_type' uses the FGDC Soil Geographic Data Standards, September 1997.

Need to determine if the CA classifications can be mapped onto the FGCD standards.
