BUG: Grouped Promos not able to add images

Describe the bug

To Reproduce
Steps to reproduce the behavior:

1. Go to Gutenburg editor
2. Click on + to insert Grouped Promo
3. Type Grouped promo & Select from list
4. Add 50:50 split promo or other grouped promo
5. See that the editor does not look like the explanatory video on NHS Blocks user guide
6. See that there is no + icon to add image to the Promo.
7. This is not the case when adding a promo that is full width.

Expected behavior
User should be able to add images to grouped promos easily

Shows the lack of any plus icon for adding image to 50:50 grouped promo block and all other grouped promos show the same lack of add image button.

Workaround to use Columns as container and ignore Grouped Promos which appear to be broken...

Desktop (please complete the following information):

• OS: Windows 11 23H2
• Browser Chrome and Edge
• Version 131.0.6778.140 (Official Build) (64-bit) and 131.0.2903.86 (Official build) (64-bit)
• Wordpress Version 6.7.1 (Separate Gutenburg plugin NOT installed as per new instructions) https://github.com/NHSLeadership/nightingale-2-0
• Nightingale Version: 2.7.2
• NHS Blocks Version 1.3.17
• Nightingale Companion Version 1.3.7

Additional context
I'm not sure if my editor isn't working as expected but when I try to add a grouped promo, I can't add images to the promotions. This has been an issue since I started using NHS Blocks so isn't tied to a specific version.

I have a similar issue with Grouped Items which also doesn't look like the NHS Blocks user guide https://digital.leadershipacademy.nhs.uk/digital-capabilities/websites/nhs-blocks-user-guide/

Not sure if this is a Blocks issue or a Gutenburg issue... It doesn't make a difference if the page template is default or full-width.

The only workaround I have come up with is to put in a COLUMN Block first with the chosen split, I then add Promos to the column which does allow me to add/edit images.
