QNSPECT plugin documentation link not working

What is the bug or the crash?

In the QNSPECT plugin, the Documentation link takes the user to: https://coast.noaa.gov/data/digitalcoast/pdf/qnspect-help-and-technical-guide.pdf. However, that link doesn't work. However, the correct link to the technical guide is: https://coast.noaa.gov/data/digitalcoast/pdf/qnspect-technical-guide.pdf.

Correcting the link in the plugin would likely be helpful to users who might otherwise not be able to easily find the technical guide. Thank you!

Steps to reproduce the issue

1. Open QGIS
2. Enable to QNSPECT plugin.
3. Open QNSPECT -> Analysis -> Run Erosion Analysis.
4. Click on the "Documentation" link in the help panel on the right.
5. That link will open up https://coast.noaa.gov/data/digitalcoast/pdf/qnspect-help-and-technical-guide.pdf, but instead it should open up: https://coast.noaa.gov/data/digitalcoast/pdf/qnspect-technical-guide.pdf.
