Add capability for inventory of netcdf files #42

Add the ability for inventorying netcdf files
Code changes necessary:
- adding a new table for storing info parsed from the netcdf files
- create new api option for the netcdf file inventory
- add functions for actual inventorying of files
- update automation tools to handle any new calls for netcdf
