I have this error with make command

Can you give some idea how to solve this? Which versions of software works?
I also tried CUDA 10.1 but still not work.
I also tried cmake arguments: -DBUILD_WITH_CUDA_CUB=ON -DUSE_CUDA=ON and not work.
