Plans to support offline compilation?

Thanks for the great work!
Is there a plan to support offline compilation? Currently the MLIR compiler is linked into the runtime, which requires end users to have LLVM/MLIR installed.

This seems related to this PR (@drbh), but also this issue (@goog00).

I'm working on improving dependence on LLVM/MLIR right now. Can you provide a small snippet illustrating the behavior you'd like? I think we can either cover it as part of one of the above issues or a follow-up.
