Opt-out debug mode

In the latest version (v1.9.55), the debug mode looks like can't be opted-out because macro `#DEBUG` declared somewhere else, like MySQL plugin.

Maybe we can change the macro to `NO_NEX_AC_DEBUG` because to make sure it's only used by Nex-AC.
