Starting from version 17.0, this commit separates Repair and Sales/Invoicing functionalities.
Now, users can create a quotation after ending repair and compute AvaTax in the quotation.
Therefore, the migration of the account_avatax_repair_oca module to version 18.0 is no longer needed
