NFS announcements widget #4825

Following onto the work in #4629, this ticket is for the NSF announcements widget.
The URL is currently unknown.
Future implementers may want to turn this ticket into an epic, but I found with the events widget you can pretty much get it all in one go, even if there are a couple of TODOs in the file.
