Potentially unwanted sanitization of job template manifest notes

When you look at a job template in /pun/sys/myjobs/workflows/new, you see that it is put inside a <p> element that is however sanitized in a WYSIWYG way. I am unsure whether this behavior is desirable or not.

This happens for us on 4.0.7 that we have pinned for reasons, so it could have been already fixed. I didn't find an issue on the topic in my brief search so I assumed this was not brought up yet.

No I think this is a bug. It should likely render HTML, though there could already be an issue for this.
