New nginx configs from #4511 #1238
Description
Added two configurations to nginx_stage for help messages. show_nginx_stage_help_message to disable the --help message on failure and disabled_shell_message to reconfigure the message displayed when a disabled user attempts to login in OSC/ondemand#4511.
Need to explain how to change and what these do
