Render widgets without layouts from #3989

Added support to render widgets partial without any layout furniture in OSC/ondemand#3989.

Need to double check if enabled by default and update docs on custom widgets

Looking at this PR - it was apparently in 4.0.

Given that we didn't announce it as part of the 4.0 release notes what should we do? We could update the relevant docs but leave it off the release notes if it would be confusing. I think there could still be value in announcing as if it were in 4.1 though just to get attention to it.

My vote would be to update the 4.0 release notes and add it to the docs
