PostGIS 3.6.0 downloads for PG 18 no longer include zip bundle

PostGIS 3.6.0 was released as just an exe.

We were using the zip to test the PostGIS integration in our CI for Npgsql (https://github.com/npgsql/npgsql). Was this an oversight perhaps?

My apologies for opening this issue on the foundation repo, I could not find a more suitable repo however.
