new criterion: wallet client uses Tor when Tor is running with default configuration

This can potentially save a user many clicks if they already have Tor going, e.g. have opened Tor Browser.

I think Bitcoin-Qt does this.

This is not a substitute for a fully packaged version of Tor that runs automatically when the wallet client is opened, but could be considered a weaker version.
