[Feature]: Add Patching to patina-qemu CI

Feature Overview

Occasionally the firmware volumes changes which may require an update in the config file used for patching the Patina DXE core into the flash image. This issue tracks patching the latest patina-dxe-core-qemu code into the current patina-qemu image as part of PR gates and CI.

Solution Overview

After a build finishes in patina-qemu, attempt to patch the latest patina-dxe-core-qemu release into the resulting patina-qemu flash image to verify that patching succeeds and the boot also works.

Note: Patching is tested as part of patina and patina-dxe-core-qemu CI (e.g. OpenDevicePartnership/patina-dxe-core-qemu#149). I'm leaving this issue open to track patching directly being tested in patina-qemu CI so that modifications to the patching script in the repo are verified at the time of modification.
