Investigate using `uom` or `measurements` crate for representing physical units

Using a dimensional analysis crate would prevent bugs from mismatched units or scalars.

uom normalizes to the base unit for a quantity (e.g., mA becomes A / 1000). For an underyling integer storage type, this value may not be representable (500 mA becomes 0.5 A, stored in a u32 becomes 0 A). Different base units can be defined manually.
