RFC: Integration of bdrc backend on cataloger tool outliner

description: the current ouliner has a backend and a frontend login in the cataloger web app, now we need to connect the bdrc backend for the data input and output workflow.

• assign user a task that has status "active" on bdrc backend

• update status on fetching data to "in_progress"

• on annotated update status to "in_review"

• on complete update status to "reviewed"

• send the reviewed text segment to bdrc along with status "reviewed"

• admin need to show list of document , update document status +leave comment (implemented)

• annotator need option to check segment status even if there is no title and author . that will get consider as the title and author as unknown.

• show a message : "split your text and assign title and author", on outline dashboard

• first segment expand by default in annotator view( on first time)

• collapse button in the top right menu in annotator view has bug ,needs clicking twice to toggle.

• add a table of content "metadata" & "Texts"

• bug: dont scroll into view when focusing a new segment

• if title is already filled pop up a " dont you want to save the title or author"

• add input field below author and title for getting bdrc ids

• update unknown -> N/a near save button

• all the fields are optional that means if title is selected
  author can be empty

• reposition community hub (later on)

in reviewer dashboard

• reviewer should be able to see the task filtered by reviewed , annotated or annotating

• don't show the progress bar on the dashboard status is also just a text not input

• show annotator name , can be filtered upon too

• once task is put to unknown the reviewer saving or reseting the segment is not working properly

• in users tab list count of annotators, filter to show only reviewer and annotator on the list
