update collection create rake task to handle facets

after metadata team have decided on facets for collections, will need to be able to assign those to collections upon creation.

1. make sure the data is in a readable format
2. update task to include the facet info

The document that metadata team is creating will show for each collection which facets should be enabled, in order.
this document will only be used to initially configure OD2; going forward, in order to avoid maintaining this document, we will export the facet data before wipes
