Use a separate url for each years vendordep

The jsonUrl field in the vendordeps all point to the same url: https://maven.photonvision.org/repository/internal/org/photonvision/photonlib-json/1.0/photonlib-json-1.0.json

This url provides no version info, and seems to get updated as new builds of photonvision exist, including alphas (at the time of making this issue, the version is 2027-alpha5

This is annoying for people who want to update the vendordep of a previous year's project. The url is not specific to that year.
