Allow effects settings panel to be moved

I suggest allowing the effects settings window to be moved aside to see what's happening in the image when tweaking the settings. Also the darkening of the screen when the window opens as it makes it harder to tell the actual color when tweaking brightness and contrast, colors, etc..
