[UI] Remove "Layers" from hamburger menu #1386

Hello everyone! How are you doing?

The layers menu should be a button in the layers panel, and not on the hamburger menu itself, as it will be more cohesive.

The options that already have buttons should be removed (Add New Layer, Delete Layer, Duplicate Layer and Merge layer Down).

Additional options should just spawn from a dedicated hamburger menu in the layers panel. (Import from file, Flip Layer Horizontal, Flip Layer Vertical, Rotate/Zoom Layer, Layer Properties). This could either be on a button in the bottom (as on the screen capture below) or a button on each individual layer.

This would help reduce the amount of items in the hamburger menu and would aid in an eventual solution to #1243. It's currently just too much overhead to go to the main hamburger menu and then click layers and then click the option, generating more cognitive load, degrading UX and reducing discoverability.
