Improve the Shorts section of Discovery page (it is possible to scroll horizontally even when unnecessary)

Steps to reproduce:

1. Open Discovery page
2. Click on the right arrow on the shorts carousel
3. You'll see there's no need to keep the right arrow in cases like this:

Careful: this is not necessarily a bug.
You really need to test the responsive and also see how it reacts with more or fewer shorts in the carousel.
