Program does not start

Hello, I'm struggling with this error, I can't run program because of the tensorflow , it just doesn't work (new version), please help or fix it

Well after pip install -r requirements.txt dont do "pip install agents" if it shows you missing package rather do " export PYTHONPATH="." " or "pip uninstall agents tensorflow gym ruamel.yaml " to fix it
