Custom/Native/Samples palette behaviour is broken on Safari

Safari 10.1.2 (12603.3.8)
MacOS 10.12.6 (16G29)

• Scroll doesn't work (mentioned this in can't scroll content of native/custom/samples palette #13 )
• Filtering doesn't work (that is, when you type into the filter field, it lets you type, but no actual filtering is done, the list remains as is)

Additinoally:

• Open "Custom"
• Click inside the filter input
• <Tab> to the list
• Keep <Tab>ing until you've scrolled a couple of items past the edge of the screen so that the filter input disappears
• Switch to "Samples" or "Native"
• It looks like the list is re-used and it remains "scrolled"

Also can't scroll or filter content in the palette on.

However, if a custom element is fully entered (e.g. "paper-input" + press the return key), then it does filter to that element and insert it into the tree..
