[Bug] Complaint Form Displays Two Submit Buttons Causing Confusing User Experience

Description

The Complaint Form currently displays two separate submit buttons at the bottom of the form. Both buttons appear to perform the same submission action, which creates confusion for users and results in an inconsistent user interface.

Steps to Reproduce

1. Navigate to the Complaint Form page.
2. Scroll to the bottom of the form.
3. Observe the available action buttons.
4. Notice that two submit buttons are displayed.

Expected Behavior

Only one clear and prominent submit button should be displayed for complaint submission.

Actual Behavior

Two submit buttons are rendered simultaneously, making it unclear which button should be used.
