tests: remove old API tests under tests/ directory directly

Most of them do either not work correctly anymore (and perhaps only
specifically in the context of the slurm docker containers), or they do
not really test anything substantial (like the test_qos.py file)

Tests for the new API are in tests/unit and tests/integration
