estimator-acforce tests fail when used in CI

Describe the bug

Test failures observed in #5735 when attempting to add these in CI as deterministic.
e.g. (GCC12-NoMPI-Werror-Real-Mixed) failing
785/1009 Test #94: deterministic-estimator-acforce-legacy-1-16-check ....................................................***Failed 0.15 sec
795/1009 Test #96: deterministic-estimator-acforce-fast-1-16-check ......................................................***Failed 0.15 sec

Possibilities: test setup issue, underlying non-determinism, or actual bug.

To Reproduce

Run acforce tests.

Expected behavior

Tests pass.

Mixed and full precision Monte Carlo runs are different => we either skip the tests in mixed precision or duplicate + modify the script: check_forces.py has hard coded reference_values that are only good for full precision.
