lattice deviation estimator failing in macos CI

Noticed in one of the #5848 CI runs. The latdev tests were recently added to CI and presumably need a tolerance adjustment. The printed error offers no help in diagnosing it.

Could you check if the random seed is fixed? Failure seems sporadic.

By reading the validation script tests/estimator/latdev/free/flatdev.py, it seems to calculate correlation and results are statistical.

@Paul-St-Young what does it check?

@prckent I'm thinking of removing its deterministic tag and reduce its noise to CI.

Also it takes too long to run as a determinisitc test. 1024 blocks.
