Fix rocrtst to use the TARGET_DEVICES

As per this comment on theRock #2204 (comment)

the bin directory is populated with files outside the target gfx architecture. We need to fix the code on the rocm-systems side TARGET_DEVICES uses what is define in theRock. Resolved with ROCm/rocm-systems#3400 via submodule bump #3666. Needed #3706 to support this change.

We also want another change in the rocrtst, the file structure should change so that gfx-specific test artifacts move away from the bin directory and into either share or lib. (i.e hsaco files move into share/lib)
