[Issue]: generic rocrtst tarballs incompatible with ROCm/rocm-systems#3400

Inspecting the tarballs from the CI run in #3602 after it updated to a SHA that included the merge of ROCm/rocm-systems#3400, the links for the generic tarball for rocrtst_test are the same across gfx architectures. They override each other in the S3 bucket. The last one to be uploaded was the gfx120X tarball based on downloading the file from this run.
