[Screen reader] Confirmation of top-level block insert from move mode

Description

There is currently no audio / screen reader confirmation when you confirm the position of a top-level block after it is inserted in move mode. If you are placing a block in a position where it has a connection with another block, then there is audio feedback that block is placed with a 'click' sound. If you are placing a block where no connections will be made, no audio feedback is given.

Note from a previous issues for clarification: top-level here means "blocks without a next or previous connection" such as event blocks and not just any block that is on the workspace.

The existing sound effects in Blockly are for when blocks are connected, not just when they are moved. So using the same sound would be confusing I think, since these blocks aren't connected to anything. We could potentially come up with another sound effect, but for the purposes of the user test, can you just use the aria announce region to announce verbally when the move is over? We have not been touching move mode since you previously indicated you had a workaround you were happy with, so this would potentially be easier for you to fit in with whatever other changes you have.

Agree that it would be a new sound effect. Yes, for user testing we'll use the live region and text to confirm the block being placed.
