Add a quickstart guide for beacon node

### Describe the change

I was testing a Beacon API PR and found it time consuming to figure out how to run a beacon node. I was running into some SSZ decoding issues as well likely due to Fusaka changes.

However having some documentation on how to run a beacon node to test beacon API and other beacon changes will be nice.
