Comprehensive test suite for configure_multisig threshold mutations on in-flight proposals has been implemented in family_wallet/src/test.rs.

Test: test_threshold_change_lower_allows_execution
Policy: When threshold is lowered, existing signatures should satisfy the new lower threshold, permitting execution without additional signatures.
Scenario:
- Configure with threshold=3, 4 signers
- Propose withdrawal (proposer signs, count=1)
- member1 signs (count=2, still below threshold=3)
- Lower threshold to 2
- member2 signs (now count=3 >= 2, execution occurs)
