• Now when the user reacts to issue (6 emoji as mention in issue) will get synchronise with the github issue.

Work around this feature is currently on hold:

• Reason: AppsEngine have IPostMessageReacted handler: after a message get a reaction or a reaction got removed and IMessageReactionContext which includes isReacted field to know whether the emoji has been added or deleted. But currently isReacted field is always undefined.

• Need to fix: [BUG] IPostMessageReacted returns field named isRemoved instead of isReacted Rocket.Chat#27497 , before proceeding.

 Reason for changing the builder to setMessage with setData() is to have customFields which is helping us 
 to determine if the message is github Issue.
