Assign roles based on activity in VC

There will be roles assigned and unassigned to and from members depending on what they are doing in VC. Roles can be, but are not limited to:

• In VC
• Unmuted
• Muted
• Deafened
• Streaming Camera
• Streaming Screen

These roles will be created initially by Argus if the module is enabled upon initialization.

Feel free to reply to this issue if you have other ideas for roles that should be possible.
