Variable burst-time interval needed in SWIFT post-processing

bug in the post-processing that occurs when sampling anything other than 5 bursts/hour. Current post-processing matches the burst file name time with the SWIFT structure time. The latter is always right (pulled from the PRC file), the former is wrong if interpreted as 01 = 00, 02 = 12 min, 03 = 24 min. e.g. in NORSE: V3 burst files are 01, 02, 03, 04 sampled every 15 min. V4 files are 01, 02 sampled every 30 min. But post processing assigns time as 01*12 min. Need to add another input declaring sampling interval.

Adding 'burstinterval' as an input to all processing scripts (L1-L3). Need to go back and update Process_SEAFAC.m with these changes.
